One of the barn cats had a litter a few weeks ago. She's such a good mom, despite only being half-grown herself. (My landlord is of the firm opinion that outside cats should NOT be spayed or neutered...because he believes it lowers their prey-drive.)
... But I think you should have a talk with your landlord about his misconception on spaying and neutering. My neighbor's barn cats are fixed and excellent mousers!
Honestly, I think it would be like having a discussion with a brick wall. I've beaten my head against it on this subject. I guess I could give it another try. I believe half of this decision involves expense.

we jus barely bought a new cat bed for jashper bell and he loves it, curls up and zzzzzz.s out
